City Council Allows More Time for Clean-Ups
Mayor Mike Jackson called the city council meeting to order at 6:32 PM and welcomed guests, Terris Cates, Integrity Engineering, Kelly Cates, Mike Woolsey, Ben Woolsey, and Laurin Shockley.
The minutes of the January meeting were approved after one correction. The minutes should read, The motion to adjourn was made by Jeremy Russell, not Jeremy Wells. The minutes were then approved by a motion by Leroy Wells, second by Bud Anderson, and was unanimously approved.
Terris Cates was the first guest to speak to Council. He reported 149 water connections are complete, but there is still about 600 feet of asbestos lines that need to be out of the water system. Terris stated as far as he knows, all old galvanized water lines have been replaced. Terris thanked Rick and Barry for their help in locating existing water valves. Terris stated a total of 3,040 feet of asphalt would be replaced, mostly in strips. Maggi should be finished with leveling and seeding by June 1. The work on the chlorinating building and needed work on the wells will begin in May. Terris stated the budget is the same as last month, with no changes. Terris spoke about applying for a grant to purchase filters on Well #3 and #4. DNR will test the wells again in April. Terris will be present for the testing. DNR is currently training a new person to do testing on water wells. Terris talked about testing Well #3 while continually running water for 24 hours through a filter. Terris told Council that McQuire Iron will be back in March to finish painting the new water tower. He asked if there were any questions or complaints.
Mayor Jackson stated there were complaints about chlorine from residents who live on Cherry and Marcella Streets. Terris and Mayor Jackson asked the city workers to flush these lines several more times. Terris asked Barry how many times a year the lines are flushed, and he stated twice a year. Terris and Mayor Jackson asked about the chlorine level. Terris congratulated Barry Barnes on receiving his Class B license for wastewater treatment and ask Council if they would need his services to oversee the treatment plant. Mayor Jackson stated the city’s plant just requires a Class B license. Leroy Wells asked Terris if Maggi would level intersections and put gravel on Cherry and Marcella Streets. Terris will contact Maggi.
Ben and Mike Woolsey were next to speak to Council. They presented a bid to service and inspect the city’s water wells. This included a rate per hour. They have the equipment to work on any size well, with a response time of within four hours. Ben Woolsey has all the up to date training, and will attend any new training that might be required. Mike Woolsey suggested applying for a grant to drill a new well instead of using filters, membrane filters, UV lights, and treating the well water at Well #3. Mike Woolsey told Council they have references from local towns where they have drilled wells or serviced wells and pumps. He said that before they drill a well, they do a test hole. Council will review Woolsey’s service agreement and the current agreement with Flynn Drilling.
Cindy Odle and Tammi Smith asked to be on the agenda, but did not attend. Tammi Smith contacted City Council Monday afternoon and wanted to thank Council and city workers for flushing the water lines to eliminate chlorine in her water line.
Lynda Roehl of South Central Solid Waste Management sent a letter to the city about a city wide clean up day to eliminate illegal dumping. Council agreed on Saturday, May 7 for the city wide cleanup, with the collection site at the Industrial Park.
Financial bills and statements were approved by motion from Leroy Wells, second by Bud Anderson. Unanimously approved.
Josh Ashlock and Rick Griffith had nothing to report from city workers. Kitty Jehle talked with grant writer, Sue Bacorn. Texas County Library would like Sue to write a grant and would like the city to sponsor them, as they did on the last grant, which was not approved. The grant will have to be in by April 1 and a public hearing will need to be held. Kitty stated a public hearing needs to be held on the CDBG grant on the water construction when it is 80% completed to close out the grant. She suggested holding both public hearings at the same time, preferable on Monday night, March 1.
Virginia reported city licenses are slowly being paid. Businesses need to bring a no tax due letter for the state of Missouri before a city license can be issued. Notices will be mailed to the remaining businesses who need to purchase a city license.
Mayor Jackson asked about letters that were mailed to residents asking them to clean up their properties. Virginia stated some have contacted City Hall and asked for an extension due to the weather. Council agreed to give them another month.
Thad Wheeler has checked the prices on several different brands of radios. Council agreed previously to purchase one new radio for the officer on duty, and maybe another radio later. Thad told council that he has applied for a grant through Wal-Mart for up to $500 for training for the Police Department. He turned in the application in December. He also got a quote to fix the wiring problem in the console of the Dodge Durango.
There was no old business to discuss. With no other business, motion to adjourn by Leroy Wells, second by Bud Anderson. Unanimously Approved.
