  • Mayor Mike Jackson called the Public Meeting to order at 6:34 P.M. The public meeting was scheduled along with the regular Council Meeting to talk about sandblasting and repainting the existing water tower. The City has hand delivered special invitations to all City residents that live within 300 feet radius of the water tower, with everyone present signing their name. Terris Cates was the first guest to speak; he stated this was an open forum. He talked about the existing water tower, construction of a new tower, which showed areas inside the water tank that needs to be repaired. Barry and Rick test the water, according to DNR regulations. Terris stated if you do not take care of the tower, you will loose it. Terris Cates also showed pictures of the top of existing water tower, which showed pitting and peeling paint. Terris showed maps of water lines within the city and stated the new water pipes will be installed should last a long time. ... cont.

City council speaks with Integrity Engineering regarding work being done on city water lines.

New Business: Public Meeting

Mayor Mike Jackson called the Public Meeting to order at 6:34 P.M. The public meeting was scheduled along with the regular Council Meeting to talk about sandblasting and repainting the existing water tower. The City has hand delivered special invitations to all City residents that live within 300 feet radius of the water tower, with everyone present signing their name. Terris Cates was the first guest to speak; he stated this was an open forum. He talked about the existing water tower, construction of a new tower, which showed areas inside the water tank that needs to be repaired. Barry and Rick test the water, according to DNR regulations. Terris stated if you do not take care of the tower, you will loose it. Terris Cates also showed pictures of the top of existing water tower, which showed pitting and peeling paint. Terris showed maps of water lines within the city and stated the new water pipes will be installed should last a long time. Terris also showed plans for traffic control along Highway 17, and brought easements for property owners to sign. He said the noise and dust from the sandblasting is only temporary. Terris wants residents to know everything, the paint that will be used is non-hazardous, messy and dirty, and they will dispose of the old paint. Terris said the sandblasting should take about one week, if they do not have to use full containment of the water tower. If they have to cover the tower it will take longer. He explained that is why they need easements, so they can use partial containment. Terris asked audience if there were any questions. Gwen Anderson asked if lead paint is on the tow now. Terris relied yes, and they plan to use a Blastox that will bond with lead. Lead was used in the paint to keep down mold and rust, Lead is toxic and harms kids more than adults. Terris stated they have already taken soil tests. Gwen Anderson asked Terris if he had any information on the Blastox that will be used. Terris stated yes, and he will get copies for everyone and those are excellent questions. Terris stated the new water tower would go up first, before any sandblasting and painting will be done on the old water tower. Terris stated the Company, Maguire Iron, who will be erecting the new water tower is one of the top three companies in the nation. Roy Broce asked what kind of epoxy paint is Protox, the outside is Teflon base polyethylene paint, costing $500. 00 a gallon with a warranty of 25 years.

Darrin Treadway of Ozark Applicators was the next guest to speak. He said Blastox is used only for lead and chromium paints, it renders it non-hazardous. It is not toxic and his company is here to do a job as quickly as possible, and do a good job. He stated they bid this job as fully contained, but if it could be done partially contained, it would save the city $40,000.00. If they have to fully contain the tower it would take three weeks just to hang the curtains. Darrin Treadway said they would cover up your cars, sweep your sidewalks and only work when there is a calm wind. Gwen Anderson asked how you clean the sand out of the center of the water tower. Darrin stated they would go down the center pipe hole and blow all the sand down. . Lloyd Mitchell stated his property line is 25 to 30 feet from the water tower, and you tell me sand will not be on my property? Lloyd asked would you not be in violation of the Clean Air Act? How will you protect air conditioning and heating units? Terris stated they will work with DNR requirements, will not damage property and they are willing to clean up any damage that is done. Gwen asked Darrin Treadway how many towers have you redone, he answered hundreds, and he has been doing this kind of work since 1983. Gwen asked how many towers have you fully contained? Darrin Treadway answered, the majority is open sandblasted. Penny Treadway said there could be peeling paint floating in the air, and paint falling from the tower after rainfall, and could already be in the ground. They have done tests along streets in Springfield, and found more lead in the ground from cars and trucks exhaust then from sandblasting paint from towers. They just want to give the City and option to save money. Roy Broce asked how tight this full containment is. Darrin Treadway stated complete containment is impossible, he figured containment would be about 95 %. Darrin Treadway said another option was to use a product called HOLDTITE and that wet blast to keep down the dust. HOLDTITE will keep the tower from rusting, then after 72 hours; the tower can be painted. Darrin Treadway stated it would cost $200,000.00 to paint and sandblast water tower. Gwen Anderson asked if the City has grants and loans to contain the water tower. Terris stated the loans for the City are $700,000.00 and grant is $800,000.00 and is how the City can save money, which effects water rates. Terris stated USDA was hoping the City would go with partial containment on the old water tower with out all residents signing easements. Lloyd Jackson told Council he feels like it would do more harm if nothing were done to the tower. Terris said a new tower was $435.000.00 and a good used tower was $380,000.00 installed. The used tower should last 25 plus years. Terris has prepared easement for residents, and will not do partial containment on the old water tower with out all residents signing easements. Lloyd Jackson told Council he feels like it would do more harm if nothing is done to the tower, then sandblasting, cleaning and painter the tower, sine the City gets all of it’s water from this tower. Lloyd Jackson also asked how far the dust from the sandblasting would travel. Darrin Treadway stated about 150 feet if wet blasted and twice as far if is dry. Darren and Penny stated they will make it convenient for city residents and will do clean up. Darrn stated he will use several crews to get the job done fast. Gwen Anderson asked when the work would begin? Teris stated work will begin late summer or early fall, after the mew tower by Elementary School is erected, sandblasted, repainted and is working. Gwen Anderson asked if the soil test would be available to the public. Penny Treadway said yes and there will be tests before and afterward sandblasting will have the results of 30 foot radius to show EPA, DNE, and city residents. Darrin said they wear helmets and nothing when working above ground level. Mike Jackson said sandblasting dust should be less than dust you get from a dirt road, and he installs heating and air conditioning units, he uses water to hose everything off. Roy Broce said he could go along with wet blasting. Penny and Darrin Treadway said the wet blasting dust would not go far since the dust will be wet it would fall downward. They will have spotters in the area during the sandblasting process. Colleen Kirkman asked how long do they have to sign the easements. Terris states several months, but will need everyone within 300 feet radius of the water tower to sign easements. Mayor, Mike Jackson tanked all guests for their input and attendance at the PUBLIC HEARING. Mayor, Mike Jackson closed the Public Meeting at 7:50 PM and the regular Council Meeting resumed at 8:00 PM.

The minutes from the April Council Meeting were approved by a motion made by Leroy Wells, seconded by Jeremy Russell, and was unanimously approved. Engineer, Terris Cates presented City Council a written approval from USDA but will need a signature. Terris stated Preferred Tank and Tower wants their bid bon back. Attorney, Mel Gilbert recommends the City return Preferred Tank & Tower bid bond if they will sign a release form for one dollar, and City to sign a release form for one dollar, to release all claims by both parties. The Mayor will nee to sign the release , have it notarized , and the bid bond will be returned to Preferred tank & tower if they sign their release. A motion for the City to have Mayor sign Leroy Wells made the release form, seconded by Chance Johnson, and was unanimously approved. Leroy Wells Mad a motion to award $265,000.00 which is 100% grant money to Custom Pump, seconded by Bud Anderson, and was unanimously approved. Leroy Wells asked if City Attorney, David Ray and Attorney, Mel Gilbert have reviewed the change orders. Leroy Wells told Terris Cates and Eric Warfield of Integrity Engineering that they are doing a fine job on the water improvement project. Terris Cates stated that water line construction will begin this week and that he and Eric Warfield will be here on a monthly basis.

Financial Bill and Statements: Leroy Wells asked about a bill for professional fee in the amount of $8,000.00 Kitty Jehle said it was to Bond Co lawyer, Springfield, Mo. And will be repaid to the City by the grant from USDA. A motion to pay bills was made by Leroy Wells seconded by Jeremy Russell, and was unanimously approved.

Old Business: Dog Ordinance will be discussed at June meeting
With no further business to come before the Council, a motion to adjourn regular Council meeting at 8:25 PM was made by Leroy Wells, seconded by Chance Johnson and was unanimously approved.
