PRESENT were Mayor, Leroy Wells, Council members: Jeanne Shafer, Lillian Platts, Mike McAdams, and Lloyd Jackson, City workers, Barry Barnes and Rick Griffith, City Clerk, Kitty Jehle, Secretary, Virginia Wilbanks. Police officers, Josh Ashlock and Thad Wheeler.
Guests: Sharon Vaughn-Summersville Beacon, Terris Cates-Integrity Engineering, Joann Ayres, Robert Richardson, Kay Richardson, Melanie Wheeler, Rugger Wheeler, and Chris Cates.
Mayor Leroy Wells called the meeting to order at 6:28 P.M. and welcomed all guests.
Mayor Wells asked for the minutes of the Special Meeting held January 13, 2012. Lloyd Jackson said he didn't have them. He used what Sharon Vaughn had put in the Summersville Beacon. Copies of the Special Meeting that Sharon had put in the paper was made for Mayor and Council. Council read these minutes, one correction, to remove the 15 minute rule for the Police Department. There was discussion on use of purchase orders, in emergency cases it would be okay to order without a approval of purchase by Council. After these corrections, Jeanne Shafer made the motion to approve the Special Meeting minutes, seconded by Lillian Platts, and was unanimously approved.
Financial Bills and Statements: Mayor Wells asked if there were any questions on the financial bills and statements. Mike McAdams made the motion to approve the bills, seconded by Lloyd Jackson and was unanimously approved.
New Business: There was discussion to rotate the City's fuel purchase each month in order to support City businesses. Mayor Wells stated Council can decide how they want to do fuel purchases. Jeanne Shafer made the motion to rotate fuel purchases, seconded by Lloyd Jackson, and was unanimously approved, starting Feb. 15.
Terris Cates was the first guest to speak to Council. He stated there is a change order on contract No. 4 with Jay Gallager of Custom Pump and a bill from Mel Gilbert for legal fees for $263.70 that needs to be approved. Mike McAdams made the motion to approve the change order and pay Attorney, Mel Gilbert, seconded by Lloyd Jackson, and was unanimously approved. Mayor, Wells signed the copies of the change order. Barry, Rick and Jay Gallager-Custom Pump will need to put pressure gage on the clear well. Jay Gallager will check with Terris. Rick asked if all electric was finished, and needs to do something with transformers, maybe add larger ones. A motion was made by Jeanne Shafer, seconded by Lillian Platts for the Mayor to sign pay estimates to Custom Pump for $104,000, and was unanimously approved. Terris asked audience if there were any questions, and there was none. Anthony Turino asked to be on the agenda, but did not attend meeting.
Report from City Workers: City Clerk, Kitty Jehle told Council she needs to publish income statement, which is required by the State to be published in December and June of each year. Secretary, Virginia Wilbanks stated City Licenses are ready and the businesses will need a no tax letter from the State of Missouri. Barry told Council there is a leak between Dale’s Muffler, and Country Time Quick Stop, and if it is in the middle of the Highway 17 it will be a big mess, do not know what they will find until they start digging. Barry stated there was a large water loss. Rick said the leak is out of a 6-inch pipe and they know a water hydrant is leaking by Dale Brawley's. MRWD was here to help locate the water leak. Rick told Council he needs to order a rubber edge to put onto the snow blade that goes onto the white city truck. The cost of the rubber blade will be about $410. Lloyd Jackson made the motion to approve the purchase of rubber blade, seconded by Mike McAdams and was unanimously approved. Rick and Barry are still having problems with the grinder pump at Community Center. They are still removing baby wipes from the grinder pump. Robert Richardson stated there is a problem, the Community Center and the house has the same grinder pump. Sharon Vaughn asked how old is the grinder pump at the Community Center. Rick and Barry stated it was about 5-6 years old, and the life of the pump is 10 years. The City of Willow Springs has a dirty pump they use that solves this kind of problem and costs less than regular grinder pumps. Mayor Wells asked Rick to call City of Willow Springs and check on this kind of pump. Police officer, Josh Ashlock had nothing to report.
Police officer, Thad Wheeler stated the Police Department needs a copy and fax machine for their office. Thad also stated the Police Evidence room has used to store old city records and needs to free up this room for Police evidence. Mayor Wells said not a problem, and this decision is up to the board if they want to install a new phone line for a fax machine. Police officer said there are times they need a fax to get or receive records. Lloyd Jackson made a motion to add a new line for fax machine, seconded by Jeanne Shafer, and was unanimously approved. Thad Wheeler also asked about getting new tires on the Durango, Larry Grogan told him the tires are getting thin. Thad told Council he did not get work orders on a burglary from the City office until 24 hour later. Secretary Virginia Wilbanks told Council the resident came into City Hall and he called Texas County and reported the burglary. Texas County told him he needed to have the City Police do a report also. Josh Ashlock stated he did not get a work order from City Hall until two hours after a woman reported loud music from her next-door neighbor's house. Robert Richardson asked since there are two police officers why are both off on the same day. Secretary, Virginia Wilbanks stated it would not be a problem to contact the officers immediately when she gets any complaints or calls for the Police Department. Lloyd Jackson asked how the police took days off. Mike McAdams asked if the Police Department contact anyone when they take off. Josh Ashlock said dispatch was notified. Jeanne Shafer wanted to know what the police schedule is, and she said the work schedule is not clear. Thad Wheeler said no set time, on call, and they are paid salary, not comp time. Thad told Council they would need to qualify for firearms class, which will cost $150, which should come out of officers training fund.
Lloyd Jackson stated the street to Community Center needs to be graveled and asked approval to get tape recorder for open Council meetings. Lloyd Jackson stated the kind of recorder needs to be one that will plug into a computer and should cost about $85.00. Mayor Wells stated this decision is up to the board. A motion was made by Mike McAdams, seconded by Jeanne Shafer, to use the Police Department's tape recorder, and was unanimously approved.
Old Business: There was no old business to discuss.
With no other business to discuss a motion to adjourn regular Council meeting at 7:17 P.M. and go into closed session was made by Jeanne Shafer, seconded by Lillian Platts, and was unanimously approved.
