The August meeting of the Summersville City Council was opened at 6:33 PM by Mayor Mike Jackson on August 10, 2009. Present were Mayor, Mike Jackson; Council members Leroy Wells, Jeremy Russell and Kenneth Miller; city workers, Rick Griffith and Barry Barnes; Police Chief, Bob Roach, Thad Wheeler; City Clerk, Kitty Jehle; Secretary, Virginia Wilbanks; and guest, Mark House. Absent was Alderman, Bud Anderson.
Mayor Jackson welcomed the guest. The July minutes were approved with a motion by Leroy Wells, seconded by Jeremy Russell, and unanimously approved.
New Business: Mark House asked permission to hold the second annual motorcycle poker run at his home at 801 Richards Street. Mark told Council there would be a BBQ, bike show, and it should end by 10:30 or 11:30 PM. The proceeds of the poker run will go to the Summersville Community Center. The money collected from the raffle tickets will go to the Child Welfare Office in Eminence to purchase children’s Christmas presents. Council agreed to Mark House’s request.
Financial Statements and Bills: City Clerk, Kitty Jehle told Council she made corrections on last month’s income statement on the sewer fund. She forgot to add interest and administration fee. She has corrected these amounts and included a correct page, since this would be the end of the fiscal year. A motion was made by Leroy Wells to accept the financial statement and pay the bills, seconded by Jeremy Russell, and was unanimously approved. Kitty Jehle told Council she has the tax rate from Texas and Shannon Counties. A tax rate hearing will need to be held before September 1. She will place a notice of the tax hearing in the local newspaper. Council decided to hold the tax hearing Monday, August 24, 6:30 PM at City Hall. Kitty stated the tax levy is the same as last year. The water bonds next year will be paid out of the water bills, not out of the tax levy. Rural Development has contacted Kitty Jehle, and they need more paperwork, which will be completed by City Engineer, Terris Cates. Kitty will need to complete a treasurer form from Rural Development stating the city will have certain accounts that will designate where the money will be used. A motion to have these certain designated accounts was made by Leroy Wells, seconded by Kenneth Miller, and was unanimously approved. Barkha McDermith, Insurance Agent, contacted the City Hall office stating the health insurance will increase 39.8% effective October 1, an increase of $410 per month.
Report from city workers: Secretary Virginia Wilbanks told Council there are three businesses that have not purchased their city licenses yet. A new law which went into effect January 1, 2009 states businesses will need to produce a no tax due letter from the State. These businesses have been sent several notices, in letter form, and a notice on their water bills. Council told Virginia to contact the State to see what action can be taken.
Bob Roach told Council he has filed on three felony cases.
Mayor Jackson asked Rick and Barry about the pumps on the lift station by the bus shed that are not working properly. Terris Cates said the City needs to purchase a new impeller for this lift station, which would cost $2300. Mayor Jackson told Barry and Rick to go ahead and order parts needed and if they could install the new parts.
Leroy Wells asked if cell phones and hand held radios could be turned off during Council meetings. Leroy Wells made a motion to write up guidelines on cell phones and hand held radios, seconded by Jeremy Russell, and was unanimously approved. Leroy Wells told Council he had several complaints about Bud Anderson using water for a garden at Bud’s parents’ house on First Street. Rick Griffith said there was a water pit there, but no water meter. Rick told Council that he had ordered parts so a meter could be used, but was never installed. A shut off could be installed, or a spin lock can be put on the water line. Kenneth Miller stated Bud Anderson should be contacted and this matter should be checked into.
Jeremy Russell asked about trimming brush and weeds along right of way on City Streets. Jeremy Russell asked if Carroll Township could help with the trimming street right of ways and clean out ditches. Mayor Jackson, Rick Griffith, Jeremy Russell, and Kenneth Miller said they will attend the township meeting held at City Hall August 11 and will ask the township if they can help with trimming street right of ways and cleaning ditches. Mayor Jackson asked if there was money to do more work on city streets.
Old Business: There was no old business to discuss.
With no further business to come before the Council, a motion to adjourn regular Council meeting at 7:42 PM was made by Leroy Wells, seconded by Kenneth Miller, and was unanimously approved.
